It's been the desire of the LPTV Broadcasters Association and its founder, "SuperFrank" Copsidas, to have the FCC lift its freeze on major changes to low-power and Class A broadcast television facilities. The Commission has just turned its heat lamps on the ice, allowing these LPTV stations to engage in major modifications.
